The Gainesville-Hall Metropolitan Planning Organization (GHMPO), on behalf of Hall Area Transit (HAT), adopted the Transit Development Plan (TDP) in May 2008. The TDP included a comprehensive assessment of existing transit services and a five-year implementation program identifying specific service expansion recommendations. It was recognized that few of the recommended services would be potentially eligible for new Federal Transit Administration (FTA) funding. According to SAFETEA-LU (Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users), HAT will be eligible for these funds once the Human Services Transportation Plan (HSTP) is developed.

Grant categories subject to the HSTP include Job Access and Reverse Commute Program (JARC – Section 5316), Elderly Individuals and Individuals with Disabilities Program (Section 5310), and New Freedom Program (Section 5317). The HSTP was required for JARC grants starting in FY 2006 and for Section 5310 and Section 5317 grants starting in FY 2007.
