The GHMPO is responsible for the creation of following planning documents:

Metropolitan Transportation Plan (MTP) - The Metropolitan Transportation Plan (MTP) is the foundation of the community's transportation planning program, providing a nearly 30 year look at the improvements needed to assure the mobility of people and goods in Gainesville/Hall area. The MTP must be amended at least every four (4) years, due to the County's inclusion in an Air Quality Non-Attainment area.

Transportation Improvement Program (TIP) - The Transportation Improvement Program (TIP) is the implementation plan for the MTP. The TIP reflects the schedule of the preliminary engineering, right-of-way acquisition and construction activities for transportation improvements for the next 4 years, along with a second tier of projects for an additional 2 years.
The FY 2012-2017 TIP is the current TIP for the GHMPO and was adopted by the Policy Committee on August 9, 2011. The files below provide a history of amendments and administrative modifications to the current FY 2012-2017 TIP and earlier TIPs. Details on which aspects of the projects were amended or administratively modified are linked to documents reviewed and adopted by all GHMPO committees.

Unified Planning Work Program (UPWP) – The Unified Planning Work Program (UPWP) is adopted by the GHMPO each year, and outlines the transportation planning activities to be conducted during the upcoming fiscal year.

Participation Plan – The Participation Plan was adopted by the MPO to promote community involvement in the MPO’s planning process and to include consultation with representatives of various intermodal transportation agencies, and other interested parties on various ongoing transportation planning activities. It includes certain specific requirements, as well as a series of strategies for matching appropriate publicity, and involvement and consultation techniques into various ongoing MPO activities.

Limited English Proficiency (LEP) Plan – On November 9, 2010 the GHMPO Policy Committee adopted the LEP Plan. The document addresses a federal mandate that entities receiving federal funds must provide meaningful access to those who are not fluent in English without unduly burdening the fundamental mission of the organization The GHMPO reaffirms its outreach commitment by providing public notices in both English and Spanish, contacting the local non-English speaking media, having an interpreter at public meetings and following procedures laid out in the LEP Plan.

Project Evaluation Criteria – This document, adopted by the GHMPO Policy Committee in November 2006, describes the process and outlines the criteria used in prioritizing projects for inclusion in the GHMPO Long Range Transportation Plan and Transportation Improvement Program.
